Yes, FAT16 disks above 1 GB (up to the maximum supported, 2 GB) use 32 KB clusters. However, this is irrelevant for "about a dozen tmp files". Maximum space wasted for, say, 20 files: 20 x 32KB = less than 1 MB.
AFAIK, no file system uses clusters above 32 KB.
