I guess it is not a bug, it is a default Windows behavior. Tool Tip window is AlwaysOnTop too. However, when you show another AlwaysOnTop window, they overlap each other using usual rules as for 2 windows that are not AlwaysOnTop. Because ToolTip window created at the VFP startup, all other AlwaysOnTop forms in VFP will overlap ToolTip window.
Well, you can use FancyToolTip control - it is a VFP control inside of the form that will make it appear in any case for any kind of window.
