I went ahead and did a FILES=250 on the problem machines (which have 128 MB of RAM, BTW) and it seems to help. If three very large apps are open and have a lot of files open, there still seems to be some stall, but at least two apps can be open at once now and it seems to work.

I will let you know if I figure out anything else, but thanks for everything so far!
