You can't detach a 6.5 database and re-attach it to 7.0. I don't remember if a backup can be moved either. You might want to take a look at the Upgrading wizard that is shipped with SQL Server 7.0.

Also, MS has a whitepaper about upgrading that you might want to checkout.
