Actually, after investigation, it appears that this is possible. You can have default security settings, then different settings for the Morons group and the Has a Clue group. See Q263297.
I'm still working on a way to get around it if you have a sysadmin ruling with an iron fist. I thought I could get a window handle (I can) and use SendMessage to send the key strokes, but I only get one thread to work with in VFP and that thread is busy waiting for Outlook to return from the dialog. Doh!
