Is anyone using or know of a tool that can produce a precise form/page layout in Word?

I want to create some fairly detailed documents (insurance proposal form(s)).

The forms utilise lots of boxes, boxes within boxes, shading, tables (dang I can't move them about easily in Word <s>), etc.,

Word is the desired "container" for its "standardness" and VFP's ability to utilise automation to "fill" the data in the form. The primary requirement is to print as opposed to Web or e-forms.

Any pointers much appreciated.
