Our job is to do a post mortem review and ascertain their options. This client has gone through two consulting companies and a lot of money.

How about a little more help on my other questions. By your web site, it looks like you have some experience with Codebook and COMCodebook. Our new customer was sold on the fact that VFP could run on a LAN/WAN. Their needs are to have the app run in several offices in California. As we both know WAN and VFP don't mix unless its running a C/S backend or an n-tier version to pass the data. What are the issues in changing out the framework to COMCodebook?

Software engineers are trained to read and understand code; they are not trained in mind reading. Document the purpose not just the functionality.
