Could anyone advise on how powerfull the Crystal report designer is?

I am looking for a very strong page layout capability for fields, boxes, shading that make up non-repeating data, eg., name and address, age, date of birth.

Then, I need to be able to place multiple sets of repeating data in the same report like, lists of vehicles, list of drivers, list of convictions, accidents disabilities for each driver and so on. These groups of data as far as the system is concerned are related., eg, A Client may have one or more vehicle(s) that may have one or more driver(s) who may have accidents/convictions etc.,

I want to make a report look more like a printed "official-form" (insurance proposal form actually), lots of details rather than a typical informative but bland "report" look and feel.
