MS KB Article Q178456 (SAMPLE: Volume.exe: Set Volume Control Levels Using Visual Basic) points to a download example in VB.

I believe the sample probably uses the waveOutSetVolume API call in MMSYSTEM. While I haven't tested it, from the samples I've seen this probably can be done from VFP, if the device supports it.
