If you use the RUN/! command, I am fairly certain it remains at 256 characters, hence the use of a WinAPI call in the hope and perhaps misguided expectation that the goal posts may have been moved by the advent of the WinAPI call.
The other reason for using a WinAPI call is to ensure a user cannot "interfere" with the programs execution by running the program hidden.
CTRL+ALT+DEL will find it, but to the typical user, it becomes unavailable.
