For anyones info I solved the problem.
I had a filter set on the details bands table which evaluated
to no records.

In addition it seems that the RANGE clause in reports causes
problems for example: If the report has a max of 2 pages
and I use a range from 1 to 30 then the report will "sometimes" not print.
