I think the idea is that even tho a schema= a user.
Most users don't own any database objects.

The schema view allows you to see the various schema objects .i.e.
tables, Trigger views ect..

The user via allows you to control users,roles ect.

In the typical situation 1 or 2 users own all the objects and the others
just connect to these schema's with roles ect.
