FTP is just one of the services of IIS - the others being web, gopher, and SMTP(at least in Win2k). It should be installed when you installed IIS. If it wasn't, you should be able to add it from the CD. You could check that it starts automatically by looking for it in the IIS panel or the list of services. You can test in in the browser by typing in:
ftp://"yourServerName" or ftp://localhost after you are sure it's been started. For authentication (logins) check the documentation. Just one caveat: you have much more control of files when you do it all in an application using RFC1867 httpupload. Using FTP, especially with anon access opens up your server to threats..
