Depends how complicated a form you are creating. The Data Control is very limited and somewhat inflexible. In a sense, it is like a Wizard -- if you are willing to buy into the exact approach that Microsoft expects, it can work great. But in my testing, I found it very difficult to adjust to more complicated scenarios.
The Data Environment will require a little more work and coding on your part, but you'll find it easier to tweak with the functionality.
