Problems with pointing to MS Projects and PDFs

>I have a web system that provides the capability to upload documents in support of jobs we have here. The web system allows the user to upload PDFs, docs, and MS Projects. Once the user uploads the file then any user can query the web system and view the documents for a particular job. So I have created a page with anchor tags to the documents that have been uploaded. The problem I have been having is PDF and MS Projects are not coming back to the user in a consistant manner. The achor tags are formed as:

>What happens on PDFs occaisionally is that a Blank screen will be shown to the user when clicking on the Abstract. I can only duplicate this every once in awhile. It is not consistant.

>What happens on the MS Project. Sometimes the MS project file is shown in the browser without any ability to adjust the column widths to view data. The scroll bars would be there, but you can't spread the columns wider to read the data. Other times MS Project will not open up in the browser but will attempt to be opened external to the browser. MS Project opens up, but nothing is brought forward. It is like the browser felt a MPP file was coming across and told MS Project to open externally, but then never passed a project file in the anchor tag to it.

1. What happens if you point Browser directly to a PDF file?
2. Did you try to the same from not secure site?
3. What happens is you try to see PDFs from 2000 client?
4. when you say "Blank Page" did Reader start at all?
Have no clue about MS project files. Sorry
