The application-level default setting of whether executants and business objects use local or remote data is stored in your application's System Settings file...which can be either the Windows Registry or an INI file. The setting you're looking for is "Use Local Data". Check out the section in the Developer's Guide "Overview of Data Access". The subtopic "Local and Remote Data Simultaenously" discusses the three different places you can specify local vs. remote.
