Sounds like you are having a problem with profiles. Try this:

At the logon screen click cancel. You are now on the OS as the default user account. Change the wallpaper to whatever image you want. Then you can log back in with your user account and make sure that your wallpaper is set to the one you want. I have had to do this on computers to fix problems with regional settings changing on users so it might work for ya.
