It eventually became standard practice at that company that HR did the tests & weeded out unsuitable applicants (ie didn't fit the company profile), prior to them being interviewed for the job. I think this was due to the number of complaints the they were rejecting too many suitable candidates, so if we only got to see those that they deemed suitable we would have less to complain about.

I've never seen other companies use the profiles to the extent that they are more important then the applicants ability to do the required job, but yes, I have seen it at quite a few companies.
