Unfortunately in your case, InstallShield would have to be purchased for every location that created setup media. It comes free with VFP7 and media can be created and distributed royalty free, but you can't distribute IS itself.

Then again, I think you're gonna run into this problem with *any* software designed to create Windows installs. Except, perhaps, with the Windows Installer itself, which is wrappered by IS in the VFP Limited Edition and is actually part of the later Windows version. Hmmmm....
