ViewPort is the area that form occupies in visible area. You must provide it space :) As I understand your screen resolution is set at 1024*768. In that case in order to make viewportheight 768 you should get rid of things like titlebar, sysmenu, main window title (or say Top Level). IOW you need something like a splash that is maximized.
However IMHO don't force those 19 pixels if you don't have a good reason and remember you could use scrollbas too.
