I would use HTML Help. I have a product mostly written that use a DBFs to store all of teh topics and such for a help system, so its pretty maintainable as a database, and then automatically generates the CHM (HTML Help File), Index and table of contents. HTML Help pages can be printed pretty easily, and the UI will be consitant for your users familar with Windows Help.
