I haven't even looked at that. But two things come to mind.

1. I don't think version 6.0 stuff used the 25-digit keys.
2. My versions are from MSDN which [mostly] didn't require keys in the past. The key dialogs were suppressed and MS graciously allowed developers forking over the MSDN Universal bucks to not have to deal with this stuff.
