A couple thoughts.

If the report was created on a different printer, you may be having problems with the Tag and Expr fields of the report FRX. Delete any printer-specific information in these fields, and keep generic information such as orientation.

I've also found problems when I don't provide space in the footer band. I always set that to about 1" so that printing is under control of Fox rather than the physical limits of the printer.
