It's a little tedious but you can do it through the interface. Select Tools - Show History. Enter the time frame you want. Check the Recursive box and click on OK. After the files are displayed, select each one individually and click on the Detail button. You can enter a new Label in the dialog. When you close the Detail dialog, VSS will ask to save the changes.

I said its tedious because you have to do each file separately. You can't select groups.
