This is overall over the net. It is a fake email which titles some ISP or similar and request to open the file as if there would be a problem. I got it again today for at least 5 times and it's been the case since the beginning of the week. Just delete asap when discovered. I have to say it is extremly frustrated as it fakes an email about some troubleshooting and many people may be up to open it immediately.
