First, unless they are in separate domains, you can't have two PDCs; one would need to be a BDC. If one is a PDC and the other a BDC, the domain passwords tables should automatically be mirrored on both servers.

There are a number of commercial products that will do this for you. You can also check the NT FAQ site in my signature block.

You could write an app using ADSI to do this in any of a number of languages (or even use the Windows API, but it's far harder than relying on ADSI to provide services.
