You may want to check FAQ #8026 (How to copy more than 16,383 records to Excel). It uses TYPE CSV to overcome the limitation of the COPY TO TYPE XL5 command. If I remember correctly, this program works with Excel 97. Unfortunately I don't have an Excel 97 version available to confirm.

I've just updated the article with some additional info about the differences between TYPE CSV and TYPE FOX2X. Depending on your data you may now specify which method to use.
