For some reason Foxpro doesn't agree with you :)
Did you copied requred DLL's into windows system directory?
Delete foxmail.fxp and try to issue SET LIBRARY with fully qualified name
SET LIBRARY TO C:\mypath\foxmail.fll
It's also possible that it just doesn't work under Win95/98 and so on.
