I think you need to look at the business decisions behind this move. The 'powers' don't want to interfere with the day_to_day processing that is performed on the system. While I personally think the thing sounds like it needs to be rewritten from scratch, the company may not be able to afford that kind of operation or may not want to.

This may be a two-phase upgrade... you might have to migrate the data to SQL server as-is - to avoid the limitations of Access. Then work on the rewrite with SQL and VFP.
