So do mine, but
if it didn't exist, would you want your end-user to get the little box or would you want your error routine to kick in.

This is "fast" in terms of how long the end-user will wait before s/he starts poking at keys because they suspect the computer has locked up. Or s/he feels like the computer stumbles along instead of humming along - one of which undermines confidence in the system.
