You'll get arguments that Crystal Reports is (only) "object-based" vs "object-oriented" (Crystal claims it's objected-oriented); in any event, it can be used to "program reports" (with a little help from STRUCT). It has an actual "reporting engine/API" that you can plug into. There's also a royalty-free runtime; at least, there used to be.
