If Doug's solutions isn't the problem, do you have at least Visual Studio SP4 installed? There were several fixes in there that were speed related to VSS and networks. Also make sure you have purged "deleted" files form your VSS projects. That helps alot, too.

My project open times went from 3:10 seconds to :11 seconds after I purged deleted files and applied the SP's (I got them as hot-fixes before they were rolled into SP4).
