In light of any other ideas, then, I'd suggest that you create a mini report...probably just one that prints some field from the header row. Call the report in the same place you call your real report, with the record pointer set. If it doesn't report the correct row, you know it somewhere between the calling code and the DO REPORT.

Conversely, call your report from a dummy PRG that sets up the data the way you want it.
