PostgreSQL is not available for the WinXX platform.

Here is an article that explains how to connect to PostgreSQL residing on a Linux server via odbc from a WinXX desktop:
http://softwaredev.earthweb.com/sdopen/sdosser/article/0,,12406_631251,00.html
but it involves downloading the odbc driver for windows from another source:
ftp://ftp.postgresql.org/pub/odbc/index.html
Some get asked for a password at this site and some do not. I don't know why.
Once you get in be prepared for a slow download. The file is 3MB if you want the whole thing. It comes bundled with Win2K and higher.

But, some folks found a way to 'port' it to WinNT by using
cygnus and some specialized software. Here are the
details:
http://members.tripod.com/~kevlo/postgres/portNT.html
I'm not too keen on this method. I found the following
quote:
I wouldn't call it a Linux clone that sits on Windows; it is a compile from source for the Windows platform, using the Cygnus for Windows C++ compiler. But the reason you need the CygWin kit (rather than, say, the VisualC++ compiler) is that CygWin includes a Unix compatibility layer.

So you can't get Postgres for Windows as an installable binary (at least not from the Postgres site), but you or anyone out there who maybe is a little helpful can compile a version from source code. See http://www.postgresql.org/docs/faq-mswin

Also, from looking at the documentation, they don't mention Windows 9x/ME, only Win NT/2000.

I would also venture to say that I doubt the performance of Postgres on Windows is anywhere near it's performance on a Unix/Linux platform. For a full production system, I recommend FreeBSD or Linux.
