A good look at http://msdn.microsoft.com/subscriptions/prodinfo/levels.asp makes me think the answer is no.

You will notice that the Professional subscription includes the OS's but not Office or the .NET developer tools. Since VFP is a developer tool I assume that it will only be available with the Universal subscription.

Don't forget, a developer can use the Universal subscription to distribute apps, so the added cost of the developer tools is rolled into the price.

As far as I know, with the Professional subscription you'll still need a license for your main machine to cover you when you're wearing your "writing home to mother" hat - ie personal use.

I don't see an advantage with the Universal subscription over Professional + VFP if you're _only_ doing VFP. But if you want to expand your skills, or have occasional use for other tools, then there is an advantage. Also, the Universal subscription allows you to use one copy of Office for personal use. So, add Professional + VFP + Office together and you're almost at the cost of the Universal subscription.
