To what Nancy said, I want to add that TAB is the standard Windows key to go to the next field (Shift-TAB goes back to the previous field). ENTER and DOWN-ARROW work sometimes, but sometimes they have side-effects. You can either say "Well, this is the standard Windows interface (see, for instance, MS-Word dialogs)", or continue trying to change the definition of ENTER (and, perhaps, DOWN-ARROW) in some controls.
