I notice your parameters are upper case. I don't know if they're case sensitive but the WinZip documentation (http://www.winzip.com/xcmdline.htm) shows them lower case.

A couple of other things to check: 1) Does P:\DEV\PROJECTS\ exist? 2) Are there path names in the zip file? If so the -j parameter overrides them if you don't want to use them.
