Sorry, I can't understand (may be I should upgrade my brains?).
If strong typing will be applicable only to variables, explicitly declared as of some type (like: Private myStr as String), how it can affect existing applications?

Otherwise (variable not declared or declared without of "As type") it assumes to be a variant type. And I have heard something about strong typing in dBase 7. If it possible to Borland, it may be possible to MS (excluding case of .NET, of course :)) ).
