Depending upon how many users, activity and size of cursors, you could have a serious impact on network activity for everyone. I saw this occur with a large application at an International company. The plant manager did an "End of Month Summary" and shut down the entire network and plant! Getting larger hard disks and using local temp files cured that problem.
Before you do anything - I suggest you try testing to be sure of impact regardless of what approach you take. You know your system better than anyone out there. Now slowing down the network might be a way of justifying cost of additional or larger hard disks! That could be a politically sensitive question though! Non budgeted items are sometimes not appreciated by any company.
