I recompiled it as out-of-process and used DCOMCNFG to change identity to my test user account. It ran. Then I re-re-compiled it again as a MTDLL and put it inside MTS and set the package to run as my test user account. It ran.

So for some reason I had to explicitly set it to "run as" a user. It's like my current logon credentials didn't matter. I guess it's been a while since I did this, I don't remember it working that way...
