I have finally fixed the problem. I took the evening to think about what was really required from the query. I realized that there was a step missing. I convinced the analyst that something was missing. The bottom line is I added a 2nd query. Then used that to filter the 1st. The 2 records that were not suposed to be there were gone.

I thank you for your help in this matter. And your tips on better grouping of the results.
