Well, personally I considere the higher estimate exaggerated. But it seems obvious that the change from "fast" to "slow" will not be suddenly, rather gradual, as a function of the percentage disk-space used. So, depending on your needs, you may want to keep a larger or a smaller percentage free.
But this doesn't seem to be your problem, anyway.
