You can find it under your menu Tools/Options... then picking the Controls tab and selecting ActiveX controls. It will be listed under Microsoft TreeView Control.

Once you've selected it there (be sure to Set as Default), in your form or class designers, you can now choose your Form Controls toolbar and choose the View Classes button, and set the ActiveX classes. Any ActiveX classes you checked from the Tools/Options/Controls should be visible here. Drop one on a form, and you should then be able to press F1 for help on that control.
