The server machine connected to internet with FIXED IP address. To get domain name you will require to specify that IP address. You should get IP address from your Internet provider company, and it should be global unique.

The OS on that machine could be any you want that have WEB server software, but if you plan to program ASP pages, better use Windows NT or Windows 2000 server with IIS (Internet Information Service) installed. IIS will give you both HTML and ASP in a single box.

With IIS you can develop ASP pages with no additional tools. However, when you want to program ASP pages in more comfortable way than just editing ASP page in th text editor, install Microsoft Visual InterDEV. With Windows 2000 - .NET is the newest tool, but it might be too complex for start yet.
