Since I don't own a camcorder and haven't looked into them, I'm not a good one to answer that.

For the computer, one a bit faster than my P3-600 would be better. I'm at the low end for editing video. A 1Ghz or better processor would be ideal. The biggest and fastest hard drives you can get are also good as video takes up huge amounts of space. (For example, a 1 hour TV show capped at 352x240 takes about 12GB). You also need a way to get the video into the computer. For getting it off a camera, I think they use firewire. Again, though, I haven't done anything like that.
