That's the standard VCD size. When I play it on TV, it looks as good or better to me than the original broadcast. It's good enough to view fullsize on the computer as well.
Typically what is done is to cap at 704x480 and resize down to 352x240 for the final product. This gives you more information to start with so the final result looks better. My P3-600 is too slow, though, to cap at full rez, so I cap at quarter rez (352x240) to start with. It still looks really nice.
The resolution is only part of the story. Also of importance is the bit rate. This is how many bits are used in each second of video. More bits means more quality (to a point), but also a bigger filesize, so it's a tradeoff.
