There are fully localized (Software and Docs) versions of VFP 7 in German and Spanish.

There are also localized runtimes for French, Chinese (both
Traditional and Simplified), Czech and Russian in addition to German and
Spanish, shipping in the US box.

What this means is you'll need to buy the US version.
