I was able to recreate the problem (Database invalid) by deleting the CDX file form the drive. When I issued INDEX ON something TAG something I got the Invalid datbase message. I was able to issue the INDEX ON something TAG something command successfully but it is a bit risky.

I opened the DBC using USE something.DBC EXCL found the Index enries associated with the DBF and issued DELETE for delete them from the DBC. I then closed SOMETHING.DBC and issued the index command successfully.

You can do what you want by hacking the DBC file, if you dare.
