That's IIS. I think that's from the Custom Error Messages you can set up in IIS for failures. Some invalid XML in a custom error message you have set up properly possibly.

wc.dll doesn't write to the event log - it writes out to wcerrors.txt in the temp directory configured for Web Connection.
