Try temporarily disabling any antivirus software to see if that makes a difference
Make sure FILES= is set appropriately in \WINNT\SYSTEM32\CONFIG.NT
In the shortcut for your app go to the Memory page and give it 16MB or 32MB XMS memory
Make sure CONFIG.FPW has a TMPFILES entry and that it points to a local folder that exists and to which the user has full access privileges
